Registering Your Validated Parking Card (ESTAR)
Curitiba drivers now have the option to register their ESTAR card (Validated Parking Card) on the URBS website: www.urbs.curitiba.pr.gov.br. By registering their parking card, drivers have the chance to contest infractions for failure to display the card, or for errors in scraping off the correct year, month, day, hour and/or minutes, so they don’t incur a fine (currently set at R$53.20, or about US$33). The infraction also may result in a penalty of three points on his or her driver’s license.
ESTAR cards can be registered up to 48 hours after receiving the notice of the infraction, the time required for data verification and entry into the system. Payment of infractions must be made within five calendar days from the date of receipt of the notice of violation, plus the cost of a card, R$1.50.
There are six URBS Customer Service Centers for registration and purchase of ESTAR booklets. They are located at: Av. Pres. Affonso Camargo, 330 (Bus and Train Station); Rua Benjamin Constant, 157 in Centro; Rua da Cidadania da Matriz; Rua da Cidanania, Boa Vista; Rua da Cidadania, Fazendinha; and Carmo Bus Terminal.
In addition to the six URBS customer services centers, you can buy cards from any of 58 merchants. Addresses are available on the URBS website under “Pontos de Venda” (Points of Sale). The cost of a card everywhere is R$1.50 per hour and any fee other than that stipulated by URBS should be reported by telephoning 156.
URBS also notes that drivers who have unused cards for years prior to 2011 can still use them provided they haven’t scraped off the year field on the card. If they do and still try to use the card, they will be subject to a fine as provided by the Brazilian Traffic Code.
